Executive Order – Non-Citizen Registration Requirement
Update: On February 24, 2025, the Department of Homeland Security (DHS) launched a registry page on its website and announced it will be setting up a new form and registry process.
Registration will be required of all non-citizens 14 years old and older who have been the U.S. for 30 days or longer and who were not fingerprinted or registered when they applied for a U.S. visa . Parents and legal guardians of non-citizens under 14 years old must also submit registration applications on behalf of their children. Those children must apply for re-registration and to be fingerprinted within 30 days of their 14th birthday.
According to the announcement, once individuals have registered and appeared for fingerprinting, DHS will issue evidence of registration. It is important to note that registration does not confer immigration status , work authorization, or any other benefit under U.S. law.
The registration effort does not apply to those who have green cards or employment authorization cards, who are already in deportation proceedings or who entered the country with visas or under parole. For a complete list of individuals who have already registered, please visit the USCIS page .

On January 20, 2025, President Trump issued the Protecting the American People Against Invasion executive order, directing DHS to enforce compliance with alien registration requirements under Section 262 of the Immigration and Nationality Act (INA) (8 U.S.C. 1302). The order prioritizes both civil and criminal enforcement against individuals who fail to register.
